Wella blondor bleach powder for face skin

I like to use this powder for skin bleach. Is it create any adverse effect ?

no I don't think it would. A beige is a red violet base. if you are orange you need to use a blue or ash based toner and a violet toner for the yellow, this will counter act the un wanted pigment. Not sur what to recommend in wella. I use redken at work.

I used Clairol BW n now my neckline is burning ?

I would guess that you used a 40-30 volume peroxide which will irritate the skin if left on too long. The best way to subside the burning is to remove the bleach and put conditioner on the area that is still sore.
