the hdd is bad.
not only that you could have whet to the dell.com
forum and read 100s same posts. for same errors and same cause.
but didn't why ask here, all we can do is point to dell.com (they built it and support it, fact)
end story.... oops, new HDD ,better SSD and reload windows or linux fresh.
we run HDD disktest using Linux boot DVD (or usb stick)
if that fails SMART tests, it is a bad HDD,
hopeless to use it.

This could be a problem with the BIOS, restart the PC and hit F2 as it starts up, this will take you into the bios, reset the bios to default setting, press F10, save and exit the bios, the PC will restart so perform another check and see if the same error code return.

The error indicates that there's a hard drive issue. If it just happened after the hard disk is reinstalled, remove it and reinstall it. It could be a problem caused by loose connection or improper connections. If the same problem repeats, install the hard drive on another system (to verify whether it works on another machine or not and to confirm it still works). If it doesn't work on another computer/system then your only option to run the system is replacing the hard disk. If it works on another computer or if it's detected on another system, then there could be problem with the hard disk, eg. Corrupt Partition, Windows Corrupt etc....
First of all, try booting into Safe Mode. You have to press F8 during the startup to go into Advanced Boot Options. Once you are in the Windows Advanced Boot Options, select Safe Mode using the up and down arrow keys on your keyboard. If it still doesn't work, it's the hard disk issue. Try with another Hard Disk.
But if in case you can boot into safe mode, check the Hard Disk for errors. In other words, run Windows Checkdisk utility. Hope this helps.

hard drive failure more than likely. replace with new driver (ssd recommended) and reinstall the OS of your choice.
Ok here's what this probably is its a hardware issue could be to do with the motherboard you may think it's a hard drive problem because it says the hard drive is unreadable but it's not I've checked my current hard drive and put it in a different pc and it worked and also I tried another hard drive and that didnt work. So it's clear that it isn't caused by the hard drive. So I advice getting a new motherboard or send it somewhere for them to look at.
