On your desktop press the following key conbination: Fn + F7 if not, there must be a problem with your mouse pad. It might also be that your OS takes time to load or freeze and it make it look that the mouse is not working. You can also try and external mouse.

Well, you have two options on this one. If it's just disabled and there's no keyboard shortcut to re-enable it, you can either:
1) Use the Windows key, the Tab key and the arrow keys to navigate through the menus to re-enable it. You would need to go to Control Panel -> System -> Device Manager and go through to find the right one to re-enable. This is possible, but would be pretty difficult and time consuming to do if you're not used to keyboard shortcuts.
2) Buy or borrow a wireless (or wired) USB mouse that you can plug in long enough to go into the Control Panel and re-enable the touchpad using the same steps as above.
In the Device Manager, look for anything with a yellow exclamation point or a red 'X'. Those will be either problem devices or disabled ones. It should be under 'Mice and other Pointing Devices' or something similar.
