I worked in the Cellular industry, and will have to say yes. I have unlocked phones from both providers and they will work either way once unlocked. You can search for unlocking software and do it yourself, or find a local shop that will unlock it for you for a nominal fee.

Most European phones simply aren't meant to work on the U.S. network.
Besides that, there's possibly a difference in service providers.
If there's not, then there's the service area difference- y'know, Europe vs. The U.S.
And... If it's not that, then you might want your son to run into the store and ask them about it.
