1/1600 is an extremely fast setting for a flash picture. Nikon cameras can do wonderful things, but I don't think the flash can catch up with this shutter speed so your flash is simply not synchronized and you're getting under exposed pictures.
You really don't need a shutter speed this fast when you're using a flash because the flash itself tends to stop the action. Keep in mind those strobe lights you've seen on the dance floor that make it look like you're watching stop action pictures of people dancing.
The flash does the same thing for the camera. Check your manual and it should tell you the maximum shutter speed at which the camera is synchronized with the flash. Don't exceed that shutter speed and you should get usable and properly exposed pictures.
In addition, the flash TTL setting allows the flash to match the light output to the shooting situation, reducing light output for shots closer to the object being shot and increasing light output as you move further away. See your manual for how to put the flash into the TTL mode.

I have had "dark pictures" from each of my Nikon DSLR (D70, D80, D200, D300) cameras usually when taking pictures from a tripod and/or the self timer. Situations where you take your eye away from the viewfinder which allows stray light to enter thru the viewfinder and throw the auto exposure way off. Not sure if this is what is happening to you.

What about other modes?
Can your camera still take photographs?
You can Try the following;
Remove the batteries , as also remove the memory card. wait for about 5 minutes. Then install the only the fully charged batteries and restart the camera. Try to use the shutter or Aperture mode, hopefully, you turn it on it and should come back to life.
If not, then it best to show to the nearest Nikon service center..

Your're probably using a flash with TTL disabled. So 1/200 is the highest sync possible with that kind of flash. Did you try removing the flash off the body and setting faster shutter speeds?

I'm going to assume you're talking about the picture review on the back display. If I'm wrong, please please let me know.
You're seeing the highlights. Those are the areas of the picture that are overexposed and thus have lost all detail. That's not necessarily an error, though often it is. The proper solution is to reduce the exposure and shoot again.
The quick solution is to press Up or Down on the multiselector while viewing the picture to change your view of the picture. The camera provides several different views, including Highlights, Histogram, and several screens of Image Data.
