Unable to send data and format too

I've a 4 gb moserbare pendrive which cannot be formatted and uploaded
when i try ot format it say window is unable to format and while sending data I/O error occurs

Try this,

Download and install the low level format tool using the link provided below,
http://hddguru.com/download/software/HDDGURU-Low-Level-Format-Tool/LLFsetup.2.36.1181.exe

Format your Flash Drive using this tool. After this format, please make sure to format it once normally by right clicking on removable disc in My Computer and click format. Second format is neccessary since low level format will remove the File System data even and second format will again create that file system.
Also,please make sure that you select FAT32 as the file system while formatting it for the second time.

Probably ur pen drive is not authentic or something like dat.... try to change the partition to NTFS or FAT and then format it......If u hav 16gb pendrive fill the pendrive with 15gb of data then u will come to know wheater its 16gb or not.....

U probalby is using windows XP or something like that wich can only format ur pendrive as "FAT" file system wich have max 4GB capacity per file, in order to fix your problem you need an external software for formating ur pendrive or use win 7 if you have win 7 just backup your data and format the pendriver and where it says " File system" will come with "FAT" as standard just click and select "NTFS" format it and be happy^^

this the great solution... try low level format..

1. plug ur usb flash
2. run Formatter v2.9.0.9.exe
3. follow the instruction and wait for the format (might take 5min for 4GB)
4. after complete, may the small volume (about 2MB...here the solution
5. plug your usb flash on other computer and format like regular (make sure u untick quick format) and click on "restore device defaults" then click format
6. now your usb flash drive was like a new one

I'm a little confused as you mention both Drive E. which suggests Windows and gnome which suggest linux.

WARNING: Formatting the disk will erase any data on it. Do not format the disk if you are trying to get the data off it that was on it yesterday.

It is possible that the partition table has been corrupted.

If you are using windows. You can either try right clicking on the drive (not double clicking) from Windows Explorer (My Computer) and clicking format. Choose the file system type and go. Alternatively, you could work through the disk management administrative tool. Right Click on My Computer -> Manage -> Disk Management. Right click on the volume and format it.

If you are using linux, see if you have a valid partition table using fdisk for the device. Then, after creating the partition, use mkdosfs to format the drive. If you have formatted the drive as a linux partition, such as ext2, ext3, or reiserfs, it is likely that Windows will not see it as a valid drive.

Windows was unable to complete the format

u dont need to buy a new one. You can download file shredder from here . do following things :
  1. download and install file shredder
  2. shred all the files which are in pendrive(after shredding u will not be able to recover them)
  3. then try to format it .,
