Sounds as if the child lock function has been activated, this can be rectified by either a "Lock" button on the remote or press & hold either the Stop or Play button on the VCRs control panel for 5-10 seconds. You did not mention what model you have & there are different ways to over-ride the Child lock depending on the model. Failing this try to refer to your instruction book
You should be able to download a copy of the user's manual at the toshiba website.
Otherwise, try entering code 1234 or 0000 to disengage the child lock.
If that doesn't work try holding down the DISPLAY or the SETUP button on the tv for about 10 seconds, sometimes this disengages the child lock.
Otherwise try unplugging your tv's power cable and leave it out for a few hours or overnight. This should clear the tv's internal memory and reset the default settings.

The "key" symbol indicates the "child lock" feature has been activated. To de-activate it simply follow these steps...
1) Press the "menu" button until you see "CHILD LOCK :ON" appear in the display. ( if nothing is pressed within 10 sec.following this the menu will close and it will default to program in the display )
2) Once you see what I just mentioned in the display press the "select" button until "CHILD LOCK :OFF" appears in the display.
3) Finally by pressing the "start/pause" button the key symbol should disappear confirming you have successfully exited the child lock program.

Thanks for using FixYa. To turn off the child lock press and hold the
Energy saver Dry for 10-15 seconds. If this does not help the unfortunately you’ll
have to replace the control panel.Please
