Sounds like the power supply died. This is where your power cord plugs into the pc. It is a metal box inside the pc. Smell the back of the pc, at the fan opening closest to the power cord. If it smells burnt there, then you need a new power supply.
the yellow wire on the radio harness needs to have a constant 12v power supply and the red wire needs a switched 12v supply and that should solve your problem
Unless the unit itself is defective, there's either a problem in the wiring or you have a burned out fuse. Check both the "always on" power lead and the 12V switched leads, usually yellow and red. Use a voltmeter and test each one to ground. The yellow one should read 12V with the ignition either on or off. The red one with ignition on or in accessory. If they don't, check the wiring and fuse. If they do, the unit is defective.
You begin by setting up your existing (((XM)))
antenna the one that came in your home kit (not included in repeater package) in a location that gets good
reception of the (((XM))) signal. This may be outside, or on a south facing
window sill. This antenna gets plugged into the rear of the Delphi (((XM)))
Radio Signal Repeater Transmitter. A power jack is right next to the
antenna connection, and should be plugged in and to the wall with the
included power supply. There is also a "PWR OUT" selector switch on the
rear of the unit which allows you to control the strength of the signal
transmitted from the unit.
Once the power and antenna are attached, both
blue indicator lights will light up on the face of the unit. The blue antenna indicator will light up only to signify that
the antenna is attached correctly. It does not let you know whether
your antenna is in a location receiving a good (((XM))) signal or not. You
will have to look at the signal strength indicator on your (((XM))) radio receiver do
determine best location for the (((XM))) antenna.
Once you have this setup, place the Repeater
Antenna close to your existing (((XM))) Radio and plug it into your antenna
jack on the (((XM))) radio cradle. This connector is identical to your
(((XM))) Home Antenna provided with all Boom boxes and (((XM))) home receivers and
kits so compatibility is guaranteed. The Repeater Receiver Antenna does
not require any separate power connections.

First off, according to the manual, the protect light should be green. That's normal operation. If it is red, that's a problem.
If it does go red, disconnect all of the wiring to the amp except the +12V and ground. Short the remote connection to the +12V to force the amp on. If the protect light still lights red, the issue is inside the amp and will need repair. If the issue goes away, try reconnecting one wire at a time until the protect light goes red again.
Basically, you just need to have the antenna unplugged when you power up, and push menu right away, then select. Not sure why, but it worked on all of my Roady XTs. On the oldest one I had to push menu more than once. Good luck!
I have a similar scanner, scanjet 5470c which is using the same power supply as 5400c and 5490c 2 weeks ago the scanner stopped working, yesterday i checked the scanner and found out that there was no power (12V) the power module (black box) going into the 220V is a plastic box without service possibility. I took a screwdriver and a hammer to open the box. Inside the box i found a lot of electronics and yes a Fuse aswell. I did not have spare fuses, so like all bad boys i replaced the fuse with a wire, and guess what? .. yep I blew several main fuses in the house and now have a burned-out power supply. the power module is still available at the HP Parts Store the part number is C8517-84201 i see a list price of 23 EUR
Before a buy a new power module I will first test the scanner with a spare 12VDC and see if he still works.
