To transfer photo from laptop to iPad, follow this steps.
1. In the iPad management screen, click the "Photos" tab at the top.
2. Check the "Sync Photos" box at the top.
3. From the drop-down menu next to that, select the program or folder that contains your photo library.
4. Once all your settings are correct, click the "Apply" button at the bottom right corner of the iTunes window to sync again and add photos to your iPad.
5. Photos will consume space on your iPad, so keep that in mind as you select between syncing all photos and individual albums and videos.
An easy way to transfer one photo would be to just email it to yourself and then download the photo from your email on the iPad.
The alternative option is to connect the iPad to your laptop and then open iTunes and sync the photo from your laptop to the iPad.
You can do this by plugging the iPad into your computer using the USB cable and opening iTunes - you will then see your iPad and you can physically drag and drop the photo into the iPad folder.

If to have the iPad before the camera was added, you have the original iPad. If you synced the photos from your computer, you have to remove the photos by syncing with iTunes again, but you have to "uncheck" the albums or folders that you want to remove.
1.Connect the iPad to the computer and launch iTunes.
2.Click on the iPad name on the left side under devices.
3.Click on the Photos Tab on the right.
4.Uncheck all of the albums or folders that you want to remove from the iPad under the Sync Photos from heading.
5.If you want to remove all of the photos - uncheck the Sync Photos From heading
6.Click on Apply in the lower right corner of iTunes
