Everything else works fine: fully charged batteries, buttons work, red sensor light blinks, screen light lights, pilot light light lights red-but when pressed, there is no test flash fired.
Other things I tried:
-Cleared out the external flash settings on my Canon 550D/EOS Kiss X4.
-Used different lenses.
Question: How Can I Fix It?
I bought this lens used, and shipped with good packaging, so all in all if it still cannot fire flash, I'll just contact the seller and return it. But please don't let this be the reason to give up answering!

If your problem has not been fixed or a solution not found yet then you may consider this. Flash units are built with many tiny parts; thus, when a single component malfunction, it will render the whole unit useless. You mentioned the pilot light is not working - that indicates that power is not flowing through the unit.
Check the filament of the unit - if you notice some brownish stain on either end of the tube, it indicates the filament has burned out. Changing the type of batteries won't make any difference.
the only option you have now is to service the flash unit
More info needed: Will the flash fire when you push the test button? Have you rest the camera you're using to factory defaults while the flash is mounted on the camera and turned on?
Load 4AA with Energizer Lithium Batteries.
Set 580EX II's function to 12-0 and 05-0.
Make sure 5D's is not set to HSS.
No white dome parked on flash.
No bounce.
Set camera to "M" with max sync if you like, but 60 is fine.
Set F-Stop no greater than F5.6
Set ASA/ISO no lower than 200 but not over 1000.

I just got the 580 and had trouble with it blinking all the time, the bounce card was out about a mm and I did not realize it, once that was pushed all the way back--voila.
If red light on flash is blinking, flash is charging. In shooting rapidly, sometimes flash will go off even though it isnt fully charged. This can give dark shots. Flash eats batteries like crazy, best to always use fresh batteries for each shoot.
