Kenmore Elite quiet pak 9 dryer not heating. I replaced the heating element still no heat

If you are able to replace a heating element, then you are probably able to use an electrical tester, these are cheap (10 or less) meters that will tell you if you have current at any particular point. Start with the wall outlet and assure yourself you have 220, check any other connections to see if what should be hot is hot. Don't forget there is 110 to 220 volts coursing through the machine. Don't get between the power lines and "ground".

I have a kenmore dryer model 8904 and it runs fine but it wont heat up

These are several things that can cause this, I will list them in order of "most common" to "least common."
1) Most common: The heat element has failed, they break in two pieces, and must be replaced.
2) One of the thermostats or a fuse has failed, and must be replaced. If this is the problem, you must also clean the whole inside of the machine's ductwork of lint, or having replaced the part, it will fail again.
3) A wire has burned in two, often near the heating element. Rarely, it can also be near the electrical cord in the back of the machine.
Be blessed.

The fuse for the heat keeps blowing but dryer runs

if its an old round buss fuse that screws in the panel(especially an old 60 amp panel),sometimes the center where the fuse lands the insulation gets weak in this area and lets it arc over when the dryer calls for current to heat the element replace this with a sub box and breaker set-up.the other thing it can be is the element is touching the units case and grounding out causing the same problem

G.E. electric dryer terminal block and wires are burnt. I took the dryer apart to clean the inside of dust and lint. I put it back together and plugged it in. The breaker tripped, and I looked at the...

you did not say how old? but I find that all it takes is one wire to get old, and starts to heat up because electric cant flow through it, then it gets worse and worse fast, then heats up the whole block, till the whole thing gets melted...bad thing is its happens slow enough that the standard 30 amp breaker won't trip during this slow melt down!
