Screen wouldn't work hooked up to monitor and that worked bought new screen and doesn't work ?
Verify your ribbon cable didn't come unhooked when you set the new screen in, also make sure the inverter is hooked up properly.

lets check a couple of things. I'm sure you know that a laptop can be hooked up to a external monitor or projector, There is a button usually F5 Or close to it that will turn your monitor off and send it to the external one. In some models of toshiba this will stay in effect even when you turn it off. You can toggle this setting by holding the FN key down and pressing the appropriate "f" key. try this first before you chuck it. There also may be a problem in the bios. Let me know how it turns out. No try using the FN key together with the appropiate key that looks like brightness and darkesness I dont have any idea what machine u use u did not mention it BUT u willl know by the blue keys on you machine.

This means that your bulb is not working any more. It can be replaced, and the bulb itself will only cost around 20$. It could be the bulb which is brocken, but at the same time it could be the inverter. which is a bit more pricy, but is a simple fix.
I would go for a new bulb first. You will have to completely dismantle the LCD to replace it. Recommend seeing technician.

Connect an external monitor to your laptop and power it up, if you see the normal Windows images then the video card and laptop is OK and the problem is definitely the backlight.
Dim image and/or dark display on the laptop's LCD screen indicates a faulty LCD backlight and it could be the inverter that supplies high voltage to the CCFL lamp or it is the CCLF lamp is nearly burnt out or burnt out, most likely this is the case.
The inverter can be replaced easily but the CCLF lamp is more time consuming and requires soldering skills.
