Some toilet flappers are designed with this some are not. It has to do with the particular flapper design, helping the flapper to stay in the open position to allow a better flush. Anyways you should be to adjust this float up or down to optimize it's usefulness. Trial and error is all you can do, keep watching and flushing until it no longer gets in the way. probably the flapper valve is not seating correctly over the outlet. you can fix it by reaching in and twisting the valve one way or the other till it seats properly and the leak will stop.

As long as the water in the bowl dosent go below the bottom rim your ok there is a trap that the water has to seal that all it needs look at the side of your toilet you will see the trap water saver

Did you try calling or emailing the parts dept. at american standard? I am not sure if they just sell the gasket. American standard parts are certainly different from most toilets. I looked on ebay, not much for american standard toilets. Were you able to remove the four screws and get the sealer under the gasket.?
