Search YouTube for a disassembly video for your model of tough book. Once you've removed the bottom plate, you should be able to see the internal components. Connected to the system board by two wires will be the CMOS battery. After disconnecting the CMOS battery (carefully!), hold down the power button on the laptop for about ten seconds, then let the computer sit for a few minutes to ensure that it is completely devoid of power. You will then need to reinstall the laptop battery (the main, brick-shaped one — not the CMOS) and boot up the laptop. If all goes according to plan, you should be able to access the BIOS and turn off or remove the bios password. Now you can reassemble your Toughbook. Power off, remove the battery, reconnect the CMOS battery, and reattach the rear plate, and you're good to go!

You need to install XP using a CD rom, it wont work from a remote disk.

you have to remove or unplug the cmos battery which is attached to the motherboard inside the laptop, doing this will clear all passwords. If the password clears replace the battery.

If its just a matter of getting into the bios and theres apassword, you can usually simply remove the battery and leave itwithout power for at least 24hours, then it should reset....doesn'talways work but since most laptops actually do not have a standard cmosbattery, this would be one way to go about it. Of course you could justtry to figure out what the password is, someone has to have put it inthere so they should know what it is, or you could go to http://tcc.toughbook.com/ and get the bios update, which will reset it completely.

Bios password cannot be removed by just reseating the cmos battery. You might need to short the board to reset the bios password. Please take not that this is a critical job you need technical expertise in doing this.
Follow these steps:
Inside the square you will see what looks like the letter T over a U. Using a metal paper clip short the U to the Silver 1/4"post connecting the motherboard to the laptop case and hold it for 25 -30 seconds. Place back your RAM memory, put in the laptop battery and test start laptop. you should see a selection of F1 or F2 for setup. Using the F2 gets you into the Bios menu where you reset the time and date. Then Tab over to the SECURITY setting tab and change your passwords. Then hit F10 key

those Are never worth that, ever. 3 old PCs dead.. 2013 made, 8 years old. (bad batteries and HDD )

PASS word locks can be easy to Impossible that is a fact and make ,model and years VARY.
answering for only BIOS admin PW
here is what to do. (the coin cell battery is first. 8years old love to fail is why )
steps
1: remove the main huge battery and leave out , until PC runs perfectly (repaired and after)
2: remove the power PACK AC, from the wall (AC power outlet) all that.
3: the coin cell is bad and if lucky holds the PW. ( the older ones did... sol....)
remove it and leave it out for say over night, (this lets all capacitors inside fully discharge.
4: buy a new COIN cell if its voltage is below 2.9vdc it is bad, replace it after 12 hours removed (overnight)
5: put i the new coin cell,NOW and not backwards. see video.

6: AC power pack only , connected now power it on and hit F2 or DEL, the BIOS hot keys hammer the keys if the PC fails to allow BIOS access that is BIOS admin PW set per page 19 in your manual.

the mobo working and used is $50 on ebay, if you can not fix the PC as on some PCs is impossible.

at the BIOS PW dead screen, hit enter 3 times to see if there is this secret code prompted now.
if yes that means there is a backdoor reset;. (google that)

all PCs made, have one of these ways to reset PW BIOS (old era to now)
1: coin cell out , 12 hours or less (no AC power , no HUGE BATTERIES installed
2: the back door password (hit enter 3 time)
3: :EEPROM device just of for storing this PW, there are ways to reset and complex if this is it.
4: TPM chip locked (there is no cure,) TPM #1 goal is that (all you can do is guess PW)
google is the only why to find hacks, learn that do that it might take all day to find the cure.
