To see if the problem is with your remote control, go to the receiver and use the channel up/down buttons on the receiver itself. If you can change your channels with the buttons on the receiver, the batteries in your remote control probably need to be changed.
If you can't change channels from the receiver, turn off the receiver. Then unplug it for at least 15 seconds. Plug the receiver back it and turn it on. Again, try changing channels from the receiver itself.
Tune to a channel, and while programming is playing, try tuning to the missing channel by entering the channel number on the remote control keypad to see if channels change. Do not try to select the channel from a channel list, program guide, or favorites list.
If this approach takes you to the correct channel, you need to adjust your favorites list function. Press the "guide" button on your remote. Look for a button on your remote called "fav" or "list." Press it several times and watch for an indication at the top of the guide that you are moving from "all channels" to a particular favorites list.
If you are locked on one channel only, your Channel Lock feature is likely active. Consult your owner's manual to unlock the rest of your channels. See your owner's manual for information on managing favorite channel lists and locking out channels. Enter your password, if necessary.
You have to set the channel you want as a favorite first and you can do this from the TV. This is why the channels skip as you press up and down. Sometime or another those were someones favorite channels.
Press "MENU" on the TV until "SET UP" appears on the screen.
Now press ^ or v until "FAVORITE CH" appears in purple.
Now press < or > to display the favorite channel FAVORITE CH menu.
You will use < or > to got between "SET and "CLEAR."
So now go to "SET" and press ^ or v until you get to channel 1.
If you want to delete a channel first then select "CLEAR" and then add the channel you wish.
What your doing when you push the channel up and down on the TV buttons is going through the favorite channels. So make one of the favorite channels channel 1 and program your remote.

Auto Program
The TV automatically cycles through all of the available channels and stores them in memory.
In rare cases, "Auto program" may miss a few channels due to weak signals and the channels may
not be added to the channel memory.

Hope this helps. I have the owners manual on file.
Can you punch in the channel numbers directly to go to the channels, but just not tune to them with the Channel Up/Down buttons? If so then try tapping the favorite button on the remote until the screen shows "favorite mode off". This mode likes to stay [or perhaps turn] on when you scan for channels, but scanning clears everything in the favorite list except for the channel you are on when you start the scan (so it seems), thus leaving only one or two channels showing up. (This happens whenever I re-scan for digitals.) To pick out favorite channels, go into the channel menu in the tv menu and with "Favorite: Analog" or "Digital" highlighted near the top, hit OK on the remote to toggle favorite status.
