First of all you should have done the uninstall in Safe Mode , when the Norton's autoprotection wasn't active. Now you have a completely mesed-up system. To fix that boot in SafeMode with networking and go to

Hi, if your trying to "Re-install the Norton Security Software, and you had a problem or error while "Installing"; do the following: check the "Firewall," check to see if the Firewall is blocking the "Program" from being downloaded. Next check to see if there is already a "Security" software setup on the computer that is "conflicting with the download / reinstalling. You may need to have someone that have experience in checking theses areas if you have trouble finding them. I'm going to give you direct instruction to go to these areas you need to check. First, click on the "Start Button" when the window open, look in the (right side pane area) find the "Icon, Control Panel, click on it to open. There will be alot of listings, choose the "Security; Allow a program through Windows Firewall." There will be (3) buttons in the "Top" area of the next window, select the "Exception" button, click on the "Add program..." the window will change again, scroll through the "Programs until you find "Norton Security" and "highlight' just click on it, and "Click on the OK button. Try uninstalling Norton by going to programs then look for its folder...there should be an uninstall icon then click to run...if you can not find it try the following: 1. click start button 2. click control panel 3. double click Programs and Features 3. look for norton, then double click to uninstall program....
I recommend letting it update daily as the threats are coming daily as well; if you insist, there is a menu option (run from an icon either in the Program Files\Norton Internet Security folder or by double-clicking the icon in the system notification area and clicking on Norton Antivirus, middle tab, 2nd group down. You can disable it completely if you want.
