Example: If you put any burner on 9 to boil then turn it down to 2 to simmer, it takes forever for the violent boiling to slow. We have to remove the pan from that burner and put it on another and set the new burner to 2. Can this problem be solved?

If the problem has been like that since new, then it is a design characteristic; if however this issue is fairly recent, then most likely suspect would be the sensor for the temperature or the thermal cut-offs.

What type of pans are you using? Teflon, Cast iron? Cast iron pans should not be used on a glass top. Pans do make a difference. When you turn the switch down and the red goes away means the switches are working properly. There are no setting to store on a cooktop either (suggested by someone else)
It sounds like a glasstop stove just isnt your style. If the burners turn down, everything is working properly. There is nothing you can do. Sorry.

It sound like you have a shorted element .
Another possibility is bad control switch .
Did you stored any settings to become it like that then .unplug the device and then plug in and set all the settings properly again and check out.

The problem exists on all elements, not just one. When turning the burner to a lower setting, the element's red glow does change immediately however the glass top will not cool down in a reasonable length of time even though the burner underneath has changed.
The pans we use are Kitchen Aid stainless steel. When we remove to pan from the burner, the boiling stops so the pan doesn't appear to be retaining heat very long.
