Lithium Ion batteries don't charge the same way ni-cads or ni-mh do. You need a lithium ion specific charger to charge them. (Some chargers do multiple types.)

I hate to say it but the battery is defective. You may be able to get a replacement from the manufacturer if you contact them.

How to order a lithium ni-cd rechargeable battery for a Mansfield Dual Head Drill Model 11-707? Please help and advise.

Battery is either ni-cad (nickel cadmium), Ni-mh (nickel metal hydride) or Li (lithium ion)
I do not know what the original battery was. You may be able to obtain a Li version but may need a different charger as charging rates for each type vary.

Can you use 18v lithium battery in old 18v drill

Yes you can. On tools, 18 volts is 18 volts. Tools don't 'know' how the power is being created, either by Ni-Cad or Li-Ion means. Chargers are totally different. Most Li-Ion chargers can charge older Ni-Cad and some Ni-MH batteries but older Ni-Cad chargers will charge Li-Ion battery untill they overheat and sometimes start on fire because older chargers can't detect when the Li-Ion batteries are full.

18 V Ni-Cad charger repair

From what I've seen.....usually when Lithium batteries won't charge it's because they lost too much of there charge. As soon as a Lithium battery shows signs of weakness they should be charged. But to answer your question most chargers do have a fuse soldered to a circuit board so yes it's possible to be a fuse but not usually "simple".

My Dewalt 14.4 volt nicad battery will not power my battery drill dispite having 13.8 volts across the terminals. Also when the battery is placed in it charger the light pulsates three times and then stay...

Probably, the battery has seen better days. After full charge, the battery should read more than 14.4 volts until used for a little while. You should either replace the battery or have it rebuilt with either Ni-cads or much-better lithium ion cells. Check with www.primecell.com for information. I had this done for a Skill drill battery (Li-ion) and the charge holds for long periods of time when stored and lasts far longer when used. The original charger worked ok for this modification. Hope this helps!

Join the battery collectors club. I have 25 batteries, 12 guns, I quit buying the batteries, I found it cheaper to buy the gun with new batteries and charger once a year. Cause they don't even last that long. I have tried different brands too all the same. Got batteries?? Sure do.
