Don't know your brand vacuum but if I understand you correctly the solution should be pretty straight forward unless the lowering lever is broken somehow. Usually there is a foot lever on the left, or sometimes the right, toward the rear part of the base to push with your foot. Step on it while at the same time push it slightly forward first - just a quick 1" forward motion, then pull it toward you. That SHOULD disengage the handle to be able to vacuum freely.
To fold-down rear seat on 2007 Chevy Malibu, follow these steps:
1. Open the trunk
2. Pull on one or both the handles located on the upper side of the trunk
3. The handle located on the driver's side will unlatch the bigger part of the read seat
4. The handle on the passenger side will fold down the smaller portion of the rear seat.
5. Once done, you will have a seat that's nicely folded down.
first check the air pressure in the tires make sure they are the same then move the linkage rods on the slower side to balance the speeds out if it doesn't balance out you might have a pump or drive motor failing each side has its own pump and drive motor assuming you already check the fluid level
specting you have your new door handle on hand, star by removing philips screw, look at your new door hanle and it has tabs or hooks(some are forward others to the back) well now you know to what direction pull/push the handle to unhook, pull a litle on it until you see a steel rod hooked to handle, take a neddle nose chanel locks and cramped, use a small screw driver to remove clip holding rod, now intall new handle back tracking.

If the handle on left side pulling up doesn't do it, try leaning back in the seat first, then pull the handle and lean forward while pulling handle up and see if seat back comes forward.
Hi, There
are little finger/thumb grips right below the handles that you push
with. Not the long oval thing, that adjusts the handle height, but
little grips on front and back of the handle. On both left and right
handles. you put your index finger under front one and middle finger
under back one, (both sides at same time, use both hands) and pull UP on
them while leaning the stroller forward to fold it down, push it down
until it clicks. Note: Don't pull the release clips manually. Good Luck!
between the hood and grill the handle on the outside should be pulled up toward the hood lift the hood as you are pulling on the outside handle at the same time.thanks jeff
