You don't need to load win in another machine, simply insert windows 2000 cd and enter with recovery console.
Hit F8, enter en safe mode, and clean the computer and unistall the last program installed (if any) Be sure also that your computer is not infected by virus or spyware.
If after that the problem continues, you need to use your windows cd and use the opcion (R) recovery console.

i loaded win98 on a separate machine and plugged it on to this machine and is restarting windows.
This drive with windows 98 is loaded dos 6.22 and dos is working
