Engine revs faster than it should. no controle of speed.

My toro 17-44-HXL riding mower seems to have a mind of its own. the governor seems to be working ok, all external parts are intacked. springs and linkages all connected. the governor controle arm moves all the way forward as if it wants to slow engine but will not , the throttle valve is almost closed as I looked inside to check the operation. even with the throttle valve shut the engine races.This is a Briggs & Stratton model 31F777-0123-E1. Any help would greatly be appreciated.The engine does slow down a bit when a load is put on it (mower engaged) the mower is about six years old and has been maintained fairly well.

    Can you reach a finger in the carb and see if there is some sort of foreign material in there? Sounds like something stuck in the intake side.

    Have a white outdoor 2000 or 2001 good mower was driving trash cans down to pickup spot throttled up higher than normal & won't throttle down unless by hand on engine. Have tuckpointing & masonry repair business never been that great with a wrench but do have common sense. Any have any ideas?

On the bottom of the carb is a metal bowl, remove and clean internal parts. make sure the float moves freely and isnt sticking

Engine revs wide open when starting

Check to see if the throttle shaft on the carburetor is actually moving (with engine off) Does it slow down when you move the throttle control on the dash?
Start it up and try moving the linkage on the governor shaft, if there is little or no resistance but the engine slows when you move it, most likely you have a broken governor gear inside the engine. Another possibility is that the screws that hold the throttle plate to the shaft have come loose and the plate is jammed in the throat of the carburetor

You have governor with a missing spring or it could be in the wrong place. If the springs are all OK then you may have a bad governor gear in the crankcase. This engine is bad about the governor gears bending the governor gear shaft.
