There isn't a way to "disable" any keys on a keyboard. In most cases the Fn key is in the lower corner of a keyboard and is hard to press unless intended.

These are coded in the drivers, you have to be a hardware interface programmer to recreate drivers with such changes.

SOURCE: The FN key stopped working

Its probably just a broken key on the keyboard. If you know someone with a usb keyboard then plug it in and see if the FN key on that responds. if it does then it is the keyboard at fault.I would buy a new keyboard.
