A TD system is a DIGITAL phone system and the 7730 phones are ANALOG. I don't know what X means, but I guess they're not from the US :-). Anyway, the ANALOG phones need 4 wires to work, instead of the 2 that the digital phones have. If your installer was lazy and didn't cross-connect 4 wires at the frame or put in 4 bridge clips on each jumper, then you don't have a voice path. Or, XDP is turned on and you'll have a bit of a problem.
If you have an IM and a PM for the TD system, you can find the wiring diagram and the instructions to read the XDP status. Quick answer is the first 2 of every 3 pairs will run to your phone. If you start with a digital phone in the port first, turn on XDP and plug a single line set into the XDP port, you will get dial tone (may have to dial 390 or 391 to enable/disable the XDP twinning) and that dial done will be different from the digital phone. If you don't get dial tone, your first pair wiring is missing. Fix that, turn off XDP and you 77xx series phone will now work in the port.
You might consider rephrasing your question to include a bit more information and why you want to make the phone work. Panasonic makes some single line sets that will do just about what a system phone does and they're free standing.
I'm guessing this is connected to a TA series system.
There is a ringer switch on the left side of the phone. Does it ring on intercom calls with the Auto Answer button not lit?
The 2 things that control the ringer for outside calls is the ringer switch and programming. Intercom calls ringing is controlled by the switch, Auto Answer button, and programming. If the switch is set to medium or high and the phone doesn't ring, try it at another extension. If it still doesn't ring, it's broken, if it rings, then you have programming issues.
Which system are you using?
If you are using panasonic kx td 1232 then just press the * key keeping the handset on hook.
If you are using a panasonic kx tda system then just press the transfer button keeping the handset onhook.
To change the date you will need to goin the program mode by pressing the Program button followed by *# 1234. then it will show on the display sys pgm no : enter 000 and press autodial or enter. Then you can change the date.
