Just bought the oven new from ebay. As soon as I turned it on the fan makes a noise like the fins are hitting something. This stops as soon as I switch off. It doesn't do it when it is slowing down.

Yes, it can be fixed quite simply.
First check that the fan is not catching the cover or grill, if it is not remove panel covering fan and see if the fan blade is loose,on the shaft, they are usually held on by a left handed nut., so to tighten go the oppisite way to what you normally do, if that does not cure it, then your only solution is to replace the fan motor complete.

Yes , there is a cooling fan located at the top of the oven
It could be the fan blades catching, or a noisy fan bearing.
You would have to access it by removing the top oven cover to check., and yes it could be as a result of having it cleaned.

The fans are not normally repairable, but there is no problem obtaining replacements.
On a double oven, there are usually 2 fans fitted.
There is an external cooling fan usually fitted on the top of the oven, you would have to remove the top cover of oven to access it, and possibly the rear panel as well.
Then there is the fan fitted in the main oven compartment.
If you open the oven door as it is working, you should be able to determine if it is the fan oven or the external cooling fan that is the cause of the problem.
If you determine it is the fan in the oven that is noisy, then to undo the fan blade assy, you have unscrew the nut clockwise to remove it. as opposed to the normal way of undoing a nut.

Noisy fan means bushes are worn. cant be repaired. needs replacement. Quote model of oven to spare parts supplier and replace. Make sure power is unplugged and not just switched off before repairs are done.

Thanks for suggestions. I removed the oven from its housing and removed the rear panel. There is a horizontal bar type fan between the two ovens This fan is making the noise at its driven end. If I pull the oven out of square the noise stops. I have wedged up the right side of the oven to slightly tip the oven to the left and it has stopped the noise. Not satisfactory but at least it's quiet now.
You can use a spay lubricand lie ud40 or other simular and spay over the point you have mention above the driven end where is also a ball bearingwhich might be litle rusty or dirty this will propably help more and might solve the problem for lon time
