Are you familiar with wireshark or other packet sniffers? You might consider running wireshark on the network to see exactly what the phone is doing when it boots. It might be configured to connect to a TFTP server or something on boot, to look for a firmware or config file update.
Go into the PC's BIOS by pressing "delete" when booting up. On one of the pages presented will be a link to "load factory defaults". Click this link, press escape and click "save and exit". Your PC will now run with factory defaults loaded.
