so this is illegal
however
you can overcome this problems by not allowing winXP to register
disable all the update
when reinstliing win XP
a option asked as "register with windows" disable this option
also goto
run> gpedit.msc> administrative templates> network> Qos packet scheduler> limit reservable bandwidth> by default it will be disabled ,but enable it and make the value as 0(by default 20%)
this also increases the internet speed
