Windows won't start at bootup. Instead the fan turns on.

It sounds like your operating system has failed. Your best bet would be to use a working computer to burn a new install disc / backup disc / repair disc and then reinstall your operating system, or if possible repair it.
Have you tried plugging the VGA output into an external monitor and turning it on? Maybe your screen has just failed, if it does output to an external monitor.
You can get it into external mode if you boot it up with an external monitor connected, a USB mouse connected, and a USB keyboard. Boot up the machine (plugged in!) and close the lid right away, and it should automatically kick over. If not, try windows key and P at the same time, once the machine is "running"

Gigaware webcam installation not working

Remove the CD, then go to the program files folder and remove the folder that applies to this device. Remove the device from the USB port.

Reboot the PC.

Reinstall the software before you attach the webcam to your PC. Only attach the device when directed by the installation program, or after you have fully installed the software.

It's a pain in the ****, but reboot after you finish installing the software and then attach the device. This will allow the device manager utility to fully recognize the device and apply the appropriate drive files.

Scorpius K3NT USB Keyboard prevents resume after standby in Win2K

When entering standby, the usb ports go to sleep. Most motherboards allow you to tell the bios that you are using a usb keyboard. That should solve the problem. I keep an old ps2 keyboard plugged in and on the floor as a 'just in case'.
