The "native" resolution of the monitor is the "optimal" resolution -- it looks best to use this resolution.
So, right-mouse click anywhere on your Windows desktop "wallpaper".
Click Properties.
Click Settings.
Move the "Screen Resolution" slider to the recommended settings.
Click Apply.
Click OK.

If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). This could be because of the 'eco' friendliness of the monitor. Basically a lot of monitors are designed to turn off into a low power state when not in use so to preserve power and life of the monitor. I would return the monitor as the sensors that control this seem to be broken in your monitor.
