It means the battery charger is trying to charge the battery. If the battery is 100% chargeable, then it the light will not blink after some minutes, otherwise the battery is bad (100% or less).
actually that one blink says a user fault, says to release joystick and put it innuetral and try again,can only tell you what manual for invacare says,me id have a dealer tech look at it, check voltage of batterys,first please
It sounds like you may need a new battery. The batteries are continuously tested by the UPS and it could be that the voltage is passing one test, and failing the next which is resulting in the light flashing. You can test the battery with a voltmeter. It should read over 11.5 volts, if not you need a new battery set.
