Needs a carb adjustment, cleaning, or possible rebuilt. Try adding a little seafoam and running at half choke for about 5 mins or longer this may clean it up nicely. also check the spark plug.
This sounds much like poor car settings ( set too lean ) you need to richen up the L and H screw on the carb, unfortunatley there will be anti tamper sleeves on the carb or a special tool reqired to adjust them, turning the screws anti clockwise will richen the mixture if you manage to remove the caps or get hold of the apropriate tool.
you are right, check your fuel filter, fresh gas and clean your carb out,also check your exhaust screen for being plugged, also a bad fuel cap could cause this, if the cap is not venting
After you start it and are in the second stage of the choke (half choke ) let it run for awhile until it warms a bit then try openning choke and going to full throttle.
But sounds like the carbourator is dirty, Probably fouled with old gas varnish. When it is idling give it a little throttle, flip the choke on and then full throttle. If it goes full throttle and doesn't conk out, it is a fuel issue.
try removing the muffler and scraping out any carbon build up in the exhaust mouth of the block. if that doesnt help you will probably need to replace the carb.
