When i plug the unit in their is a small humming/buzzing sound inside. The unit is from 1999 , i just bought it from Kijiji.... everything else works fine...the unit should be silent when off no?
This is the power transformer humming, sometimes when transformers get older you get vibrations in the windings due to magnetic fields generated within the transformer which causes the humming noise, It's more annoying than anything and won't affect the operation of the microwave.

It is not safe. If a microwave oven cooks without the cooling fan running, then your magnetron will soon overheat and be destroyed.
