Is there a new version of Outlook installed on your machine recently? I think the quickest way is to perform a system restore if you don't want to go for the configuration on the new version. After that be sure about your the NAMES of your mail server (POP3 incomming - SMTP outgoing)
Also check your name account and password.
Verify that (name and pass) with your internet provider.
If still no working ask to your internet provider to check with you your settings, or assign a new password to your account (normally reseting the pass by your provider fix the problem).

When you scan a document it must be scanned with OCR software. The default scanning method will scan a document as a picture, not a document with letters and words. The OCR software will recognize the letters and put the scanned document in the proper format to open it with MS Word. The software that you scan with should have a setting for OCR, read your instructions or help files to get the details if you can not find them very easy in the software you use for scanning. .
The problem with using Outlook may be that you have not set it up properly to get your emails from your email server. You do not need to use Outlook or Outlook express to send any documents, you can use your web based email server if you like, but you can use Outlook Express as well. You just need to add the document to send as an attachment to the email.
To set up Outlook Express to get your email, you must first find out what the POP3 and SMTP setting you must use. You can get that information from your email provider, it is different for every email provider. Then you go to the "File" menu at the top left of Outlook Express and select "Identities" and select "Add New Identity" and from there you will go thru a wizard to guide you thru the process of setting up your email client. Just make sure you have the POP3 and SMTP settings available for you to put into Outlook Express when prompted to in the wizard.

"Scan to email" feature is dependent upon the TWAIN and MAPI supported applications. TWAIN and MAPI (Message Application Programming Interface) are standards that relate to "Scanning" and "Scan to email" features respectively. Applications have to support these to make use of HP Director. Not all email accounts are MAPI supported applications. The following are the ones which satisfy the MAPI criteria.

1. Open HP Director/ HP Solution Center.
2. Click Settings -->> Scan Settings & Preferences --->> Scan to... Setup.
3. Select the available destinations and add them to the front panel destinations.
4. While scanning, you will receive a window showing the scan details which contains the section "Where do you want to scan?". Select "Email".

What is your email address for that mail box? Also what is the version of Outlook you used originally and what is the new version? According to that I can see where to try to restore your emails. Also, dont use scan to email right now if you dont like to use the new version to send it or the mail account is not right in the new version. Scan it to a folder and send it as attachment manually. Then configure it in the new version Outlook.
