Pop up says cannot play dvd because a compatible dvd decoder is not installed.
That means that the media player that you use to play the DVD does not contain a DVD decoder. You can download a free DVD player program onto your PC such as Leawo Blu-ray Player which is free for windows and mac.
You will need to install what is called a codec pack but the easiest way to solve your problem would be to download and install a free program called VLC media player. VLC will play just about any DVD without a problem.

Go to "Device Manager" and look if any yellow or red alerts are being displayed next to any devices. To access the "Device Manager" go to the 'Control Panel", "Administrative Tools", "Computer Management" and select "Device Manager" located in the left side column.
If there is an alert, double click on that device to determine the problem, i.e.… device not configured, cannot start this device, etc…

Go to the Dell support site and enter your computer model number under the drivers and software section. Download the latest driver for the model of DVD player in your system.

I looked around trying to find a free one but I was unsuccessful. Here is a link for some products that charge. The price of this CODEC was about $15 to $20. Here is a link to some of the companies that sell them (as well as more information about this entire subject).
