Psu is a Power Supply issue but the black screen with a blinking white line is not.
The blinking white line can mean there is no instructions to tell the Computer to boot up. Which could be possibly the system battery (cmos) or Hard Drive.
I would narrow those 3 things down first.

SOURCE: Black screen on my desktop, and connect pins are broken & bent

You'll get either no signal or missing color(s) if pins are bent or missing.

Carefully bend pins back with small needle-nose pliers. Pin 9 is missing by default - if any other pins are missing or broken, you'll need an expert to wire a new VGA plug.

How do I get it to go into bios when pressing f2 doesn't work?

Per the internet site, it depends upon the model of laptop. Here are some examples:

Laptops - Access Bios Settings Key

Issue

The most common Access Bios key is the "DEL" button or "F2". This depends on the laptop model, however, and can be confusing if you do not know which key to press.

Solution

Here is a list of laptop models and brands with the keyboard commands / key for accessing the BIOS Setup:

Acer: F1, F2, CTRL+ALT+ESC

ARI: CTRL+ALT+ESC, CTRL+ALT+DEL

AST: CTRL+ALT+ESC, CTRL+ALT+DEL

Compaq 8700: F10

CompUSA: DEL

Cybermax: ESC

Dell Laptops:

Dell 400: F3, F1

Dell 4400: F12

Dell Dimension: F2 or DEL

Dell Inspiron: F2

Dell Latitude: Fn+F1 (while booted)

Dell Latitude: F2 (on boot)

Dell Optiplex: DEL

Dell Optiplex: F2

Dell Precision: F2

eMachine: F2

Gateway 2000 1440: F1

Gateway 2000 Solo: F2

HP (Hewlett-Packard): F1, F2 (Laptop, ESC)

IBM: F1

E-pro Laptop: F2

IBM PS/2: CTRL+ALT+INS after CTRL+ALT+DEL

IBM Thinkpad (newer) Windows: Programs-Thinkpad CFG.

Micron: F1, F2, or DEL

Packard Bell: F1, F2, Del

Seanix: DEL

Sony VAIO: F2

Sony VAIO: F3

Tiger: DEL

Toshiba 335 CDS: ESC

Toshiba Protege: ESC

Toshiba Satellite 205 CDS: F1

Toshiba Tecra: ESC then F1 or F2

Toshiba Notebook [Newer models]:

  • Turn on the computer by holding down the power button while pressing the ESC key

    • The machine will beep, then display:

    • Check System, then press [F1] key.

  • Release the ESC key

  • Press the F1 key

What is the f2,f8, r f12 want work? only the Ctrl+ Alt+ del that wroks

F2 usually takes you to the BIOS setup screen, you need to hit the keys as soon as you power up.

F12 selects on a Dell instant boot menu to select booting from CD-ROM, USB, etc rather than the BIOS options.

F8 goes to safe mode start up for windows, this must be done before the windows logo comes up (ie when it is a black screen).

Control - Alt -Delete Keys together can be used any time, after windows boots as it tells it to re-boot the computer, back to start up.

Blank screen after boot splash screen

Hi.

After you see the press Del and F12 message repeatedly tap the F8 key, see if that gets to the advanced boot menu, if it does select "Repair my Computer" from the list, and then follow the prompts. Have your Win 7 disk ready just in case you need it.

Let me know how you get on and good luck!!

I was restoring my computer. and the power went off. now its says i need to install dbghelp.dll how do i do this

Place the CD-Rom back in the drive and reboot the computer. You can just complete a new reinstall.
If, when starting the computer, it does not load Windows from the CD you will need to go into the BIOS and change the boot settings to make the CD-Rom a higher level than the hard drive.
When the computer reboots, look in the bottom of the screen and you should see Push "DEL" or "F12" to enter setup. Push whichever button and enter the setup. Locate the "Boot Order" option and move the CD-Rom up above the Hard Drive. Restart the computer and go into the installation.

Windows keeps restarting. I can't do F8, F12 or press Del for setup

I have encountered this problem.my solution is this,
STEPS: 1.)Remove you HDD and place it to another Computer or PC.Then make it a slave drive or secondary drive. 2.)If your computer detect your HDDr,try to right on it and press Properties>Tools>Error Checking and press CHECK NOW. 3.)After that check the two check box and then press START. (if it says that you need to restart your computer, just restart it) 4.)Then when the scanning and repairing is done.put back you HDD on your desktop and it will work and boot properly.

When i switch on computer ACER logo appears with message along bottom of screen Del: Enter Set-up F12 Boot Menu Computer is frozen, cannot go any further

Press Del - you will enter the BIOS - in there check that the hard disk is recognized and the boot order is as follows: 1 cd-rom, 2 hard disk.
If everything is ok but you still cannot boot in Windows then it has been corrupted. Recover your files using a Linux Live-CD like  http://pclinuxos.com/  and reinstall.

Problems with used Emachine W3623 Windows vista Home basic

Simply put, No.

Chances are the performance of vista on an eMachine is an ugly sight anyway. My advise would be to downgrade to XP or try a good solid Linux distribution like Ubuntu. It will preform faster and be more stable that it ever was with Vista. Don't get me wrong I am not a total vista hater but it is a hog.

Error Code

All you can do is Reinstall windows. You should get the Windows Vista Installation CD with your laptop and all you have to do is put it in and restart your computer and when the message that says "Press any key to boot from CD" press a key.

If it doesn't show up, you may have to press a key like DEL or F12 to get the boot sequencer. When you first turn on the computer you should see the Compaq logo. At the bottom of the screen you should see some buttons to press to do things like BIOS and Boot Sequence. You want Boot Sequence. Once in boot sequence, select the CD-DVD and press any key when it says to.

Once in follow instructions or oyu can reply and i will tell you how to install.

Computer bios seting

Try restarting the computer. As soon as it shuts down start tapping the "Del" key continuously. It has to be before the beep if you get a beep, and before any boot up screen appears.
If this doesn't work try in the same manner tapping F2,F8 or F12.
Try going on the web to Emachine site and do a search for that question.
Good-Luck
