When turning on power display reads 128 then error code r 13, after this it say's spa on but the temp reads 126 and the water temp is only about 68 so the heater never comes on.

This is not an error code. 128 r13 is the normal programming or software version for your model. you need to press the spa on button again, make sure the temp set point is higher then the actual water temperature

Error codes

I am having the exact same problem. Same codes flashing. If you solved it let me know. I had just replaced the thermistor and Stack flu sensor and it was running fine. Previously it would read 126 and not fire, so I changed those 2 items and it ran fine for the last month. When I go out tonight 2/24/22 and the panel is lit up and reading a code. I shut everything off at the circuit. Flip it all back on and it gives all those codes. It will fire and start heating when I switch valves for proper pressure but doesn't let you adjust temp on the panel and just reads a code and won't shut off. Any help in troubleshooting. Thanks.

Error code

Code 30 is a problem with the heater circuit for the O2 sensor bank one sensor one which is the one in front of the catalytic converter.
Could be the sensor or the power source for the heater.
Code 128 is for low coolant temp which is usually a faulty thermostat.
