I bought an Acer Extensa Laptop from Best Buy in America in February this year so it is only 9 months old.It won't start up.Battery charger has light on but there is no life in the Lap top

Is the new cord/charger/transformer the EXACT same power specs? When your "dog ate your charger", it may have shorted out something in the Laptop? Was it plugged it when your dog ate it?
If the laptop battery is more than 3 - 4 years old then the battery could be worn out. Rechargeable batteries have a finite number of charge and discharge cycles and will lose their charge capacity over time, i.e. won't charge to 100% and gradually the charge reduces until the battery won't charge up at all. OR The battery shows a 100% charge but when the adapter is disconnected the battery drops off to zero capacity in a very short time. If the battery drops to an unacceptable charge level then the battery needs to be replaced. Rechargeable batteries will fail if stored in a discharged state for long periods. Laptop batteries vary from laptop to laptop. i suggest you Google the Internet for a battery for your model laptop.

I've had battery dead problems on my Acer Aspire 3680 to the point where I have had to buy new batteries for it every 6 months to 1.5 years. The original 6 cell battery lasted about 1.5 years. Then, I got a high capacity 9 cell battery that lasted only 6 months off Ebay.com. They accepted it back as a defective battery and I got a partial refund.
I bought a couple more batteries for about $32-$39 a piece. Not a bad investment.
Also, check your charger, but on my Acer I've never had a problem there.
Borrow a "MultiMeter" and check the VOLTAGE and AMPERAGE output from the battery. Although it's rare for an 18-month-old battery to "die" (or to refuse to recharge), it can happen.
If you try to run the computer _only_ on the battery, without AC power, does it work? If not, replace the battery -- look on eBay for cheaper-than-Original-Equipment replacement batteries.
Not really sure--could be a motherboard problem. But you say the computer is less than 3 months old. That means it's still under warranty--so call their tech support. You paid for support when you bought the machine, so I would use it.
Isnt it still under warrenty?
