Horizontal lines are generally caused by panel issues, you can check the cables into and out of the tcon board and see if that helps, you could replace the board but I don't think it will fix it
The t con board or LCD panel of the tv is faulty. Can confirm by replacing the t con board. If you wish to get some details; check the site linked here. Pull up older posts. http://electro-medical.blogspot.com/
Not good. You may have a tab failure. A repair shop may be able to diagnose and repair this, but most likely the lcd panel is broken. The panel is the most expensive part of flat tv's. A new panel will cost more than a used tv.
Check the ribbon cables in side the TV that connect to the panel. They are the left side looking at the back. Make sure they are all seated propporly. If that does not fix, then your Upper Y Buffer board needs to be replaced.
