Is the burner being detected by your operating system..?
If yes, then I would replace the burner.
If no, then update your operating system and go to the burners manufacturers website and download the appropriate drivers and application software from there. Windows 7 has a habit of ignoring some hardware so make sure all drivers are upto date.
The laser head in all optical drives do wear out and lose their potency so it may be that this drive has simply had it's day and needs to be replaced.
