I cannot get the tensions properly adjusted - top thread stays on top

I don't know how to adjust tensions but make sure you have the machine threaded properly and the needle oriented correctly. When I did not have mine threaded properly that is what the bobbin thread did - just stayed on top of the material and did not get pulled into the fabric.

How to thread necchi 537L sewing machine

From the reel pin take the thread to the left and over the top thread guide above the takeup lever, make sure the takeup lever is up and and make sure the presser foot is up, take the thread straight down and round the right hand side of the tension unit and back up the left hand side to the takeup lever, thread the takeup lever right to left and take the thread down any guides to the needle, if the bobbin case goes in the front thread the needle front to back, if the bobbin case goes in the side thread the needle left to right.

Singer 626 Not sewing

First, give Mom all your Reese's Peanut Butter Cups.
Then, be sure the bobbin-winding function is not still engaged. Check it again, since on some machines, the mechanism has to be backed off until you hear a click, or until a light turns off. If that's done, check the tension on your top thread, since that's easier, then on your bobbin thread.
If the bobbin didn't get wound evenly (Like if you're hurrying) that will mess up its ability to let the thread flow out, so see if the thread on the bobbin looks as smooth as a new spool of thread.
I hope you got your costume together & had fun aside for that frustration. :^)
