Firstly check to see if your system detects a web cam hardware, if it does then, click on here to download your driver http://uk.computers.toshiba-europe.com/innovation/download_drivers_bios.jsp?service=UK, and if that does'nt solve it, Restore you computer back to factory setting.
You are simply missing a driver, you should download it from the manufacturer website if you don't have the software for it!
For example if the webcam is from Toshiba then visit Toshiba website...
First uninstall the older device drivers and then install the latest
device drivers. You can also download the latest webcam drivers from the
internet and install the new device drivers.
Now go to manufacture site & in the download option, select your model number.
After selecting the laptop model number from site, click on 'Software & Drivers Downloads'.
Now you need to choose your operating system & select the given updates & follow all instructions to download it.

more than likely then either your driver for that cam isn't loaded or the system stopped recognizing it. could also be that with that particular machine you may have to have a certain software in it before it will work. you can right click on computer and go to properties then on the system properties window go to device manager and see if the web cam is listed there or not. that will tell you if it is installed or not if not then it may be time to consult the mfgrs website for drivers
