Just watching a channel and the screen goes black. Repairman says is a digital board (Video card?) but if fixed the 350 $ plus 85 for house call makes it unreasonable when a present RCA 32" would be only few dollars more. In addition he says the card is available only a month later.
The card alone is 170$. So stiff?
Looking for the real cost of the card and where I can buy one.

These LCD's were manufactured in or around 2006 or early 2007. Service parts are hard to find or not available.
I would suggest to invest in a new TV instead of fixing this one. If you intend to DIY, check the link to see if they might be able to help you find parts or know where to find them.

Sounds like you may have a stuck button or bad switch on the keyboard. In rare cases you may have something interfering with the IR which you can test by blocking the sensor on the TV.

Theres no start-up signal being encoded, this means the interface board has an offset capacitive value. You need to test and measure the capacitors and npn/pnp transistors, along finding some open diodes too on the main board (interface). You have to test the capacitors under their operating voltage also to see at which point their breaking down. The problem is a 'load' condition on the main board. You can repair the board if your savy and you have test equipment or you can just replace the board. If you want to replace it e-mail me and I'll help you out....

Question details gives idea that standby power supply board seems cause of problem, tv has two power supplies, one is standby power board as shown in below image and other is main power supply board that is bigger in size.
I guess you sent out main power supply board for repair that did not make any difference on tv problem.
Check out following image of standby power supply board and replace marked capacitors and resistor carefully (5 parts) if you do it yourself or ask local repairman to fix it.
Standby supply output voltage seems lower than requirement of tv and causing start-up problem. These voltage goes to system control chip that controls other functions of tv and standby volts must be stable and accurate to turn On tv properly.

Probably not. RCA parts for this model are very difficult to find. Even you could find a kit, it will not have enough to repair. A do it yourselfer or TV tech will have a difficult time repairing this. Please shop for a new TV. Thanks for asking and show a few hands of support!
