You need to restore/reset the phone with blackberry manager. Connect the phone to your PC, lunch the blackberry manager and proceed for the restore. You can download the manager from blackberry.com

All you need to do is sync your blackberry with your blackberry desktop manager and run the application loader. Unfortunatly you will lose all data on the phone because you will be re-installing the software. If this doesnt resolve the issue then, this is a device issue. You will need to contact your service provider for replacement options.
