To turn on the Cursor feature in Windows 7, go to your desktop and RIGHT CLICK on the DESKTOP displayed and in the drop down window CLICK on PERSONALIZE and when the next window opens CLICK on CHANGE MOUSE POINTER.Then on the next window select POINTER OPTIONS tab.Next put a check mark in SHOW LOCATION OF POINTER and click OK. Now when you press CTL, a circle will flash briefly to show you where the cursor is.

Sounds like a nervous mouse:) Seriously though, Go into your mouse settings and lower the speed of the mouse. I'm not familiar with Windows 8, But this works with with Windows 7, vista, and xp.
If you have a wired mouse you can try to see if that works properly. If its a bluetooth connection you need to make sure its paired with the PC. You can access the settings by going through the control panel and then mouse. Make sure the mouse shows up in the settings, if not you can try to detect new hardware or new mouse.
If it is showing up in the mouse settings, restart the PC and make sure the mouse is on when the PC boots up.

It sounds like you have zoomed in on your screen image, so your screen is showing you only a portion of your desktop. In this situation, you move to a different region of the screen using the mouse cursor, as you describe.
You can zoom back out by holding down the CONTROL key while rolling your mouse's scroll wheel (or scrolling with two fingers on the surface of an Apple Magic Mouse).
If you are using a PC then check that the mouse is connected properly to the slot. Also check the ball inside the mouse, it happens sometimes when its dirty, clean the ball inside the mouse and also inside the mouse(use a small cloth).
If you mouse is wireless then check the battery in your mouse. It might run out of charge. Also check the button which is used to turn on the mouse. It might be jammed.
If its a touchpad there is no solution that I can think of other than buying a mouse.
it may be that your mouse is failing and you may need to to buy another, logitech,microsoft etc are very good mouse brands but cost around 30 - 80$. laser and wireless mouses work very well with desktop pc's. but however, if you do buy a new mouse and it does the same thing.
Solution two:
go to you mouse settings and disable "hide cursor while typing" this is a common mistake for mouse settings.
