Ensure you have the driver and application driver installed...
Go to HP.com and click on the support section, then choose Drivers and Software... Then Enter your Exact model and go to your Drivers Website Page... Download the Webcam Updated Drivers.
Very Doubtful that the webcam itself has malfunctioned, as it is a very stable component and rarely breaks down.

Then you can check the webcam itself to see if in fact the cable is plugged into the cam board. To do this, you will need a small plastic tool such as a guitar pick or credit card. You will be prying the screens front bezel (frame) from the rear screen panel. You will only be doing this to the top rail of the front frame to gain acces to the webcam that resides in the center of the screen just above it. Wedge the plastic pick or card between the front bezel and the rear cover starting at the upper right corner (The Top - Side - Corner) then slide the pry tool along the top gently pulling on the front bezel to pry it from the rear cover. You will be Unsnapping the upper rail tabs which will allow you access to view the webcam part. If you can not pull the frame away try pulling in a downward and outward motion while using the pry tool. Then check to see that the webcam has the cable securely plugged into it (it slides inward and outward and will have a piece of securring tape over it.
If it appears to be plugged in tightly, I would doubt still that you actually need to replace it as it will rarely fail and you might want to look at the software end again to fix the issue...
You can replace the cam board by ordering one off Ebay, but, I doubt the part itself is faulty.
