It depends of course on the brand and model number, but here are some basic guidelines.
On a counter top microwave, the fuse is usually located between the door switches or on the noise filter board near where the AC cord enters the chassis.
On an over the counter model, the fuse is usually located behind the grille or control panel, or sometimes on a noise filter board near where the AC cord enters the chassis.
The fuse can be located on the power supply board. To locate the power supply board, trace the microwave wire back into the microwave. The area where the microwave wire is soldered inside the TV is the power supply board. There is fuse on the board. So this means you have to disassemble the microwave....
Note that microwave store a lot of current, so unplug it and wait for about 30mins before your attempt disassembling it.

That "Cardboard" item is a wave guide cover and is critical part of the machine. It is made of mica and needs replacing. The magnetron is OK as long as it does not spark too much or get any foreign items in there. Replace the wave guide cover.
remove panel that's over the door (screws on top). next, remove control panel by unscrewing usually 1 screw on top of panel. finally, lift panel upward; then pull foward. of course, unplug power cord before disassembly. fuse should be 20amp 3ab20 ceramic snap-in fuse and is located inside up high near cooling fan. fuse can be obtained at radio shack. keep in mind fuses fail for a reason.
It
may be the fuse, which is usually located on
the
floor of the oven behind the control panel, between the door switches,
or on the filter board near where the cord comes into the unit.
If
the fuse is good, it may be an open thermostat or thermal cutout (TCO)
/ thermal fuse on or near the magnetron or on top of the cavity / body
of the oven.
You can usually find
helpful exploded view diagrams and order parts by entering your full
model number here.
In many models there is a "mini-manual" (tech sheet) hidden inside the unit
behind the
control panel or elsewhere, which is
very helpful when troubleshooting, testing, and locating components.
