Check in BIOS to see if your motherboard supports IDE emulation mode. If it does turn it on and XP will install just fine.
Download and read about using nlite to incorporate sata drivers into an Windows XP installation disc. (You will need another working computer. Download nlite and insert the XP disc run nlite and select your CD as your windows install file location. Download generic sata drivers, intel has a bunch you can get for free. In the nlite menu to add drivers select folder option and select the folder with the drivers. Set anything else you want in nlite and burn the new XP disc. This disc will install just fine as it now has sata drivers.
This isn't a bios setting, it's a setting that Compaq put somewhere (probably the MBR) of your OS to only allow it's restore discs. If you want to use straight Windows XP OEM discs, just boot to the disc and you'll be able to install Windows. If that doesn't work, just format your hard drive(you'll lose everything) then boot to the XP and install that way.
You aren't using the correct install disk . The generic XP install disk can't recognize a SATA disk. You will have to load the appropriate driver during install. Here it is ftp://ftp.hp.com/pub/softpaq/sp32001-32500/sp32492.exe
Or you could create a custom install disk as explained here http://news.softpedia.com/news/Install-Windows-XP-On-SATA-Without-a-Floppy-F6-47807.shtml
Here could be five various steps you can go about.
Method 1: Perform a clean install of Windows XP Use
this method for a clean installation of Windows XP. A clean
installation removes all data from your hard disk by repartitioning and
reformatting your hard disk and reinstalling the operating system and
programs to an empty (clean) hard disk.
Method 2: Upgrade to Windows XP Use this method
if you are upgrading to Windows XP from Microsoft Windows 98, Microsoft
Windows Millennium Edition, or Microsoft Windows 2000 Professional.
Method 3: Install Windows XP to a new hard disk Use
this method to install Windows XP to a new hard disk. This is typically
done when a new hard disk is installed on your computer.
Method 4: Install Windows XP to a new folder (parallel installation) Use
this method to install Windows XP to a new folder (parallel
installation) to either run two operating systems, or to access,
repair, or retrieve data from a damaged disk.
Method 5: Perform a multiple boot operation Use
this method to install Windows XP as a separate operating system on
your computer. This lets you install more than one operating system on
your computer and select which operating system that you want to use
every time that you start your computer.

If you have the Windows Key/License for the XP disk you can use someone else's copy of the XP disk or call Microsoft and ask for a replacement. You need the license and it must not have been installed on another PC previously.
Unfortunately, you will need to purchase another operating system disc, even though you have the product key. That key is assigned to the disc that came with the machine. Why exactly did the Xp disc of your father's not work?
