Call your voice mail, when the message starts, press 7 to delete the message, then continue through each message until empty.

I had the exact same problem. My network provider (O2) advised me to call my voice-mail service and change my voice-mail notification setting. I did this but it didn't work (I tried all three settings - text, call & icon). They advised that if this didn't work they would need to refresh my voice-mail. I rang them back and they did this for me. Within a few minutes I looked at my phone and the icon had disappeared. After this has been performed you will need to call your voice-mail as it treats you as if you are accessing it for the first time. Any greeting you have previously recorded will still be stored. Hope this works for you.

This happens to me A LOT. It seems to help to delete voicemail messages when I have more than 3 signal bars. To get rid of the Icon you have to leave a voicemail on your phone, use someone elses phone and just leave a message, it should vibrate like it has a new voicemail but the count shouldn't go up, then just delete the message when you have close to full bars.
Goodluck!
