Call and SMS blocks are handled by your service provider. You will need to call them for assistance. There are applications that can be downloaded on your phone to prevent your phone from ringing when called from a specific number but not for SMS blocking. That must be done by your service provider.

In order to block calls from a particular number you need to contact your service provider. You can dial 611 usually. They can put a block on that number for you, just let them know if you are getting harrassing calls, etc.
