If the mouse refuse to connect, you should delete it from your Devices, then re-add. (for exact directions, Weldon Dube below has awesome step by step directions)

When it comes to paring, it uses the basic paring code of 0000 (4 zeros)

For some cordless mice or trackballs, there is a slot for the battery door on the bottom of the mouse. Between the slot and the outside edge of the door is a thin strip of plastic. If you compress this thin strip of plastic towards the slot, the catch on the door will release and the door should open.
On other mice, the battery door is on the top of the mouse. Simply slide the top of the mouse cover down and lift the door up. There should be an etched diagram on the door indicating which direction to slide the door.
Once you have opened the battery door, remove the old batteries and dispose of them according to your local waste disposal regulations. Then insert the new batteries into the battery compartment using the diagram in the compartment as a guide. When you have finished inserting the batteries, close the battery door.

Normal 0 Go to Control Panel and click on Sound.
Next click Bluetooth Devices.
Click Add button, lower left corner of the Bluetooth Devices window.
Insure batteries are installed.
Press the Connect Button on the Keyboard (Usually located on the under side of your keyboard) this allows Windows to see the keyboard so you can pair the keyboard to the computer.
On the computer choose My Device Is Set Up and Ready To Be Found.
Click NEXT.
The keyboard should appear in the Add Bluetooth Device Wizard Window.
Select your Keyboard and click Next.
When prompted, select Choose a Passkey For Me and click Next.
Windows will generate and display a Passkey.
Type the Passkey specified on the Bluetooth Keyboard
(do not use the keyboards keypad when typing the passkey)
No charters will appear on the monitor when typed, but if you make a mistake, you can backspace.
You must enter the Passkey within 30 seconds.
If you don’t enter the Passkey within 30 seconds, click Back and click Next again.
Once the Passkey is entered, the Keyboard should be connected to the computer.
Finish and follow any on screen instructiond.

If it's a bluetooth mouse or a logitech unifying mouse then you can find a receiver elsewhere (not sure if the unifying receiver is ever sold separately). Other than that the wireless stick for each mouse is pre-paired with that mouse and I don't think you can get replacements even from the manufacturer.

Hi,

1. Change batteries
2. Go to control panel
3. Click Bluetooth Icon
4. Delete the Bluetooth Mouse
5. Click on Add new wireless device
6. Press the pairing device on the keyboard
7. Bluetooth Mouse will be detected
8. Follow the onscreen instructions

Bluetooth mouse not working

you can turn off and on the Bluetooth and try it out. If not you might want to check your battery status.
Another option could be to re-pair it to the BT.
