Hi,
Check the battery first, if any bulging on that battery that means you have to replace it. Try using the power adapter and turn it on, if the PSP still doing the same error, that means you have to bring it to the nearest tech and have them reinstall the system upgrade.

How to restart a corrupted data of PSP

You most likely have lost all info on the psp, I suggest that you put your psp memory card into the computer and try to retrieve all info you possibly can. You will have to format the card and then put all your info back on.
